Pre-Rolls vs Flower: Price, Potency, Freshness & How to Choose
Quick answer: On our October 2026 menu, a standard pre-roll costs about the same per gram as an eighth of flower, and often a little less: the median is about $13.56 per gram for non-infused pre-rolls and about $16.14 per gram for 3.5g flower. Flower gets clearly cheaper only in larger sizes: whole-bud 14g and 28g bags have median prices of about $7 and $6.50 per gram, respectively, and shake or pre-ground pouches cost less still. THC levels are similar too, with most standard pre-rolls and flower testing in the 20s. Infused pre-rolls are a different product and test higher. Pick pre-rolls for convenience and for trying a strain. Pick flower for better value in larger quantities, control over preparation, and the flexibility to roll, smoke or vaporize it.
What's the Difference Between Pre-Rolls and Flower?
Flower is the dried, cured bud of the cannabis plant, sold loose in jars or bags. You grind it yourself and roll it, pack a pipe or load a dry herb vaporizer.
A pre-roll is flower that has already been ground and rolled in a paper or cone. Light it and it's ready. Pre-rolls come as singles or in multipacks, in sizes from about 0.35g to 1g each, plus larger blunts.
An infused pre-roll adds a concentrate to the flower, such as kief, hash, live resin, rosin, distillate or THCa diamonds. It's a separate category with higher THC, covered in our guide to infused pre-rolls in NYC.
What goes inside a standard pre-roll varies by brand. Some use whole flower ground for the purpose, some use smaller buds, and some use shake, the small pieces that break off during handling. That doesn't make a pre-roll bad, but it's worth knowing that the label tells you more than the format does.

Across the whole menu, the medians look like this:
| Format | Median price per gram | Range |
|---|---|---|
| Standard pre-rolls | $13.56 | $7.23 to $31.67 |
| Infused pre-rolls | $18.92 | $12.91 to $41.81 |
| Flower, 3.5g | $16.14 | $10.33 to $19.37 |
| Flower, 14g whole bud | $7.02 | $6.78 to $12.11 |
| Flower, 28g whole bud | $6.46 | $6.05 to $7.18 |
| Shake and pre-ground, 14g and 28g | $5.65 | $3.63 to $5.65 |
Three things stand out:
- At the eighth level, pre-rolls aren't a premium. The same brand shows it: High Ambitions Cherry Bomb costs $13.56 per gram as a 1g pre-roll and $14.85 per gram as an eighth.
- Small singles cost the most per gram. A 0.5g or 0.75g pre-roll can run $13 to $21 per gram. You're paying for a low entry price, not for value.
- Big bags are where flower wins. If you use cannabis regularly and don't mind grinding and rolling, a 14g or 28g bag costs roughly half as much per gram as an eighth or a pre-roll.
The upfront cost matters too. A single pre-roll lets you try a strain for about $9 to $16. An eighth of the same strain usually costs $36 to $68.
Are Pre-Rolls Less Potent Than Flower?
Not as a rule. Potency depends on the specific product and batch, not on whether it's rolled. On our menu, standard pre-rolls have a median of about 24% THC and flower about 26%, and the two ranges overlap heavily.
Infused pre-rolls are different. Because they contain concentrate, the infused pre-rolls on our menu test between about 22% and 52% THC, with a median of about 38%. If you're comparing an infused pre-roll with flower, you're not comparing like with like.
Two practical points:
- Read the number on the package, not the format. New York labels show THC for that specific product, and a scannable code links to its lab results. Our guide on how to read a cannabis label in New York shows where to look.
- Higher THC isn't better, just stronger. A whole 1g pre-roll is a lot for one person, especially an infused one. Many people share it or smoke part of it and save the rest. Our guide to low-dose vs. high-potency cannabis explains why starting low makes sense.

Freshness and Quality
Whole buds protect their aromas better than ground material. Once flower is ground, more of it is exposed to air, so it tends to dry out and lose its smell faster. That's the main freshness trade-off with pre-rolls, and it applies to pre-ground pouches too.
What helps:
- Check the date. Look for a packaging or harvest date on the label, and choose the more recent one when you can.
- Look at the packaging. Pre-rolls in sealed tubes or tins hold up better than loose ones.
- Store it right. Keep flower and pre-rolls in an airtight container, away from heat and sunlight. Don't leave a pre-roll pack in a hot car or on a sunny windowsill.
- Buy what you'll use. A multipack you finish in two weeks will taste better than one that sits open for two months.
On quality, the honest answer is that it depends on the brand. Some pre-roll makers use the same flower they sell in jars. Others use smaller buds or shake to keep prices down. If quality matters most to you, whole flower gives you a better chance to judge the buds, through a clear container, a display sample or once you open it, before you grind them.

Convenience and What You Need
A pre-roll needs nothing but a lighter. That makes it the easier choice when you're heading out, visiting the city or just don't want to roll.
Flower needs a little more:
- A grinder. Our menu has Edie Parker grinders from $16.31 (a grinder and storage case) up to $54.38 for the Gemstone Grinder.
- Papers or cones. Rolling papers on our menu start at $3.26, and pre-made cones are a middle ground if you'd rather not roll by hand.
- Or a pipe or dry herb vaporizer, if you'd rather not smoke a joint at all.
There's also a middle option: pre-ground flower in larger pouches, such as Ready 2 Roll's 7g blends or Old Pal's 14g pouches. You skip the grinder and still pay much less per gram than for pre-rolls. Browse papers, cones and grinders in our accessories section.
Strain Choice
Both formats give you plenty to choose from. On the day we checked, our menu listed more than 140 pre-roll products and about 70 flower products. Pre-rolls are an inexpensive way to try a new strain before you commit to an eighth. Flower is often available in several package sizes, from 1g up to a full ounce, depending on the strain and brand.

How to Choose
Choose pre-rolls if you want something ready to go, you're trying a strain for the first time, you only smoke occasionally, or you're visiting and don't want to buy a grinder.
Choose flower if you use cannabis regularly, you want the lowest price per gram, you want to see what you're buying, or you prefer a pipe or vaporizer over a joint.
Choose pre-ground flower if you want to skip grinding, or pre-made cones if you'd rather fill a cone than roll from scratch.
Choose an infused pre-roll only if you already know your tolerance. For more on those, see our infused pre-rolls guide. For brand recommendations, see our list of the best pre-rolls in NYC.

FAQ
Are pre-rolls cheaper than flower?
Not by much, and it depends on the size. On our October 2026 menu, standard pre-rolls had a median price of $13.56 per gram and 3.5g flower $16.14 per gram, so pre-rolls were slightly cheaper at that level. Flower becomes much cheaper in 14g and 28g sizes, with median prices of about $7 per gram for 14g and $6.50 per gram for 28g of whole bud, and less for shake or pre-ground.
Are pre-rolls less potent than flower?
No, not as a rule. Standard pre-rolls and flower on our menu show similar THC ranges. Infused pre-rolls usually test higher because they contain concentrate, though it depends on the product. Always check the THC on the specific product's label.
Is pre-roll quality worse than flower?
Not necessarily. It depends on the brand and what goes inside. Some pre-rolls use the same flower sold in jars, while others use smaller buds or shake. With whole flower, it's easier to judge the buds themselves, for example through clear packaging, a display sample or by asking a budtender.
Do pre-rolls go stale faster than flower?
They can. Ground cannabis has more surface exposed to air, so it tends to dry out and lose aroma faster than whole buds. Keep pre-rolls sealed, away from heat and light, and use them within a reasonable time.
Is it cheaper to roll your own joints?
Usually yes, if you buy flower in larger sizes. A whole-bud 14g or 28g bag costs roughly half as much per gram as a pre-roll. Add a grinder and papers once, and the savings grow with every bag.
Are pre-rolls good for beginners?
They're a convenient way to start, since there's nothing to grind or roll. Choose a standard pre-roll rather than an infused one, take a small amount, and wait before having more.
